சமூக சேவை வழங்குவோர், தாங்கள் வழங்கும் சேவைகள் மக்களிடம் எளிதில் சென்றடைய மேற்கொள்ளும் முயற்சிகள். 1. சேவையைப் பற்றியும், அதற்கான தகுதிகள் பற்றியும், அந்தச் சேவையால் ஏற்படக்கூடிய பயன்கள் பற்றியும் பரவலாக மக்களிடம் எடுத்துச் சொல்ல வேண்டும். 2. சேவையைப் பெற தெளிவான, வசதியான பரிந்துரை முறைகளை ஏற்படுத்த வேண்டும். 3. சேவைகளைப் பெறுவதற்கான விதிமுறைச் சிக்கல்களைத் தீர்த்தும், சேவைகளைப்பற்றிய குறைகள் இருப்பின் அதைக் களைவதற்கான நடைமுறைகளை (குறை தீர்ப்பாயங்கள்) வகுத்திருக்கவேண்டும்.
