A public assistance program, originating in the Social Security Act as Aid to Dependent Children, funded by the federal and state governments to provide financial aid for needy children who are deprived of parental support because of death, incapacitation, or absence. AFDC is administered on the state and local levels, usually through county departments of public welfare (or human or social services). At the national level, it is administered by the Administration for Children and Families (ACF) of the U.S. Department of Health and Human Services (HHS). Eligibility is determined by a means test.
