A program that was established by a 1950 amendment to the Social Security Act to provide financial assistance to needy people with serious and permanent physical or mental disabilities. In 1972, with passage of the federal Supplemental Security Income (SSI) program, the program was consolidated with the Old Age Assistance (OAA) and Aid to the Blind (AB) programs.
