Altmeyer, Arthur J.

(1891–1972) A principal designer of the legislation that became the Social Security Act in 1935. As a federal administrator he helped design the merit system for the U.S. Civil Service and state personnel programs. He was also a leading proponent and conceptualizer of national health insurance.
