அதிகார வர்க்கம் என்பதன் ரஷ்யச் சொல். இதை ஆங்கிலத்தில் உபயோகப்படுத்தும் போது, விதிமுறைகளின் படி கறார்த் தன்மையுடன் நடந்து கொள்ளும் நிர்வாகி என்று பொருள்படும்.

An administrative functionary. The term is the Russian for “bureaucrat” but, as used in English, implies a public official who mindlessly follows rules even if those rules keep the official and others from reaching the organization's goal. See also technocrat.
