Putting one person under the care and tutelage of another, ostensibly for the purpose of learning certain skills. This process is historically significant in child welfare in that it was widely practiced in the United States in the 18th and 19th centuries as a way to care for homeless youths. As such, it was a major precedent for the subsequent system of foster care.
