ஒரு நோக்கத்தை அடைவதற்கான எல்லா வழிமுறைகளையும், மாற்று வழிமுறைகள் உட்படத் தெளிவாகக் குறிப்பிட்டு, அதனால் ஏற்படும் விளைவுகளை உணர்ந்து, அந்த விளைவுகள் ஏற்படுத்தும் தாக்கங்களை மதிப்பீடு செய்வது திறமையான செயல்பாட்டிற்கு வழிவகுக்கும் என்பது சமூகத் திட்டமிடலின் அரிச்சுவடி. இந்த வரையறையின்படி செயல்படுவதென்பது பல நேரங்களில் சாத்தியமில்லாமல் போகலாம். திட்டமிடலுக்குத் தேவையான போதுமான தகவல்களும் ஒத்துழைப்பும் தொடர்ச்சியாக நமக்குக் கிடைக்காவிட்டாலும், நடைமுறை சாத்தியமாகத் திட்டமிட்டு குறைந்தபட்ச நன்மைகளாவது திட்டமிடலிருந்து கிடைக்கும்படி பார்த்துக் கொள்ளவேண்டும்.

In social planning theory, the recognition that rationality (specifying all the alternative strategies toward goal achievement, determining all their consequences, and evaluating these consequences) is the most efficient means toward action, but that such complete listings and evaluations are ultimately impractical. Given that the obtainable information will be incomplete and somewhat inconsistent, the social planner instead decides on an action that is good enough to meet minimal criteria. See also satisficing.
