Chadwick, Edwin

(1800–1890) Controversial social reformer and newspaper writer who pioneered in methods of inquiry about social problems. His writings about the sanitary conditions in London slums led to cleanup, renewal, and public health programs. Oriented to blaming the victim, he was the major author of the Poor Law of 1834.
