ஒரு குழந்தையைப் பராமரிக்கும் பொறுப்பிலுள்ள ஒருவர் அக்குழந்தையின் உடல், மன மற்றும் சமூக வளர்ச்சிக்குத் தேவையான வசதிகளை, வாய்ப்புக்களை வழங்கத் தவறுதல். போதுமான உணவு கொடுக்காதது, குழந்தைகளை முறையாகக் கண்காணிக்காதது, குழந்தைகள் கல்வி கற்க ஏற்பாடு செய்யாதது, குழந்தைகளுக்கு மருத்துவக் கவனிப்பு கொடுக்காதது போன்றவை இதிலடங்கும். இதைப் பராமரிப்பாளர்களிடம் போதுமான வசதிகள் இல்லாததால் ஏற்படும் செயற்சோர்வு, செய்தக்க செய்யாமை, கடமைப் புறக்கணிப்பு, கடமைச் சோர்வு (omission) என்று கொள்ளலாம். ஆனால் குழந்தைகளைத் தவறாகப் பயன்படுத்துவதென்பது வேண்டுமென்றே செய்யும் செயலாகும்.

The failure of those responsible for the care of a minor to provide the resources needed for healthy physical, emotional, and social development. Examples of neglect include inadequate nutrition, improper supervision, or no provisions for educational or health care requirements. Child neglect is seen as an act of omission by caregivers because of limited abilities or resources or other circumstances; it is differentiated from child abuse, which is seen as more willful.
