This includes looking for the underlying causes rather than the overt symptoms of human problems. Comprehensive planning also considers and seeks to facilitate the reaching of human potential rather than confining itself to eliminating problems. To achieve this, comprehensive planning seeks to coordinate program resources not according to the specialized functions of existing social agencies and professions, but across organizational lines of responsibility.
