இரண்டு அல்லது அதற்கு மேலான அரசுத் துறைகளோ, நிறுவனங்களோ தங்களுடைய தேவைகளுக்கு ஏற்றமாதிரியும், தங்களிடமிருக்கும் (நிதி) வசதியைப் பொறுத்தும், அதைச் செலவழிப்பதால் தங்களுக்கு கிடைக்கும் பயனைப் பொருத்தும், தங்களுடைய நிதி ஆதாரங்களைப் பகிர்ந்துகொண்டு கையாளுவதற்கேற்ப வரவு செலவுத் திட்ட அறிக்கையைத் தயாரிக்க உதவும் நிர்வாக நடைமுறை. உதாரணமாக மத்திய அரசாங்கமும் மாநில அரசாங்கமும் ஒரு குறிப்பிட்ட திட்டத்திற்காகும் செலவைத் தங்களுக்கிடையே பகிர்ந்து கொள்ளும் நடைமுறை. தொண்டு நிறுவனங்கள் ஒன்றிற்கு மேலாக இணைந்து, தாங்கள் பணியாற்றும் பகுதியிலுள்ள குறியிலக்கக் குழுக்கள் பற்றிய விவரங்களை சேகரிக்க ஒரு ஆய்வு நிறுவனத்தைப் பணியில் அமர்த்தி அதற்கான செலவினங்களைப் பகிர்ந்து கொள்ளும் நடைமுறை

A budgeting and administrative procedure that occurs when two or more governments or other organizations divide certain financial obligations. Each participating organization agrees to pay a portion of the total outlay—the amount usually depending on its own needs, resources, and expected benefits from the expenditure. For example, the federal government and a state government agree to share the costs of public-assistance payments to eligible recipients in that state. In another example, two social agencies that provide similar services in the same area agree to employ one consulting firm to provide both agencies with information about the area's demographic characteristics.
