Comprehensive planning organizations comprising representatives of several local governments that are usually in geographic proximity (that is, several towns, cities, and counties in an area). COG members meet periodically to consider the mutual needs of the people in the area and ways of combining resources to meet those needs. Their purposes include planning, coordinating, and integrating their respective efforts and achieving more influence with their state governments and at the national level than could be achieved through their isolated efforts. Typical service-planning activities include transportation, water and sewage treatment, and services to older people.
