ஊனமுற்ற மாணவர்களும் அவர்களது குடும்பத்தினரும் தேவையான சேவைகளை இலகுவாகப் பெற கொண்டுவரப்பட்ட சட்டத் திருத்தம். ஊனமுற்றோர் தொடர்புடைய சேவைகள் மற்றும் தொடக்க நிலை உதவிகளில் சமூகப்பணியாளரின் பங்கு குறித்து இத்திருத்தம் விளக்கியது. சேவைகளைப் பெறுவதில் ஊனமுற்றோருக்கான சிரமங்கள் ஏதுமிருப்பின் அதைப் போக்க குறைகேள் அதிகாரிகளை நியமிக்க இத்திருத்தம் வழிவகை செய்தது.

Improvements in this federal law (P.L. 101-476) aimed at increasing access for students and their families to needed services include the addition of social work services to the definition of “related services” and to the definition of “early intervention services.” The law also established an ombudsperson program to help resolve problems that create barriers for students.
