Pro-grams often found in state and local departments of public welfare or human services designed to provide immediate food, shelter, clothing, and fuel for individuals and families in crisis. These programs are thought of as “one-time” services, in effect only until needy people can obtain a more-permanent means of providing for their basic needs.
