enabling state

A version of the modern welfare state that emphasizes the private production of welfare benefits. According to Neil Gilbert and Barbara Gilbert (The Enabling State: Modern Welfare Capitalism in America, New York: Oxford University Press, 1989), the enabling state also emphasizes transfer payments in the form of cash rather than in-kind benefits through tax expenditures, regulatory measures, and credit subsidies, as well as direct public expenditures.
