exceptional eligibility

A social welfare policy in which services or benefits are established for people who constitute a special group even though they may not have unique or special needs and although others outside the group may have the same needs or be in the same circumstances. Such programs are often developed because of strong political pressure or public sympathy for the group. Some veterans' programs are a notable example.
