1. காப்பீட்டு நிறுவனங்கள் தனி நபர்கள் மற்றும் குழுக்களின் கடந்த கால காப்பீட்டுக் கோரிக்கைகளை ஆய்வு செய்து அதை அடிப்படையாகக் கொண்டு காப்பீடுக் கட்டணங்களை நிர்ணயிக்கும் முறை. 2. தொழிலகங்கள் தங்கள் ஊழியர்களைத் தக்கவைத்து, தற்காலிக வேலை இழப்பைச் (retention–layoff rate) செய்யாமலிருந்தால், அந்த தொழிலகங்கள் அரசால் மதிக்கப்பட்டு அவர்கள் வழங்கிய ஊதியத் தொகைக்கேற்ப வரிச் சலுகை அளிக்கும்.
