ஒரு தகவலையோ, கருத்தையோ, பொதுவெளியிலோ இல்லை அதற்கு சம்பந்தமில்லாத மூன்றாம் நபர்களிடையே பகிர்ந்து கொள்வதைத்க் கட்டுப்படுத்தும் நீதிமன்ற அல்லது அரசு உத்தரவு. இதை வாய்ப்பூட்டு உத்தரவு என்றோ தகவல்களை மூடிமறைக்கும் முயற்சி என்றும் கொள்ளலாம். இந்த மாதிரியான கட்டுப்பாடுகள் தனியார் நிறுவனங்களிலும் நடைமுறையில் உள்ளது.
