குறிக்கோளை / இலக்கை நிர்ணயிப்பதென்பது பிரத்யேகமான (பிரச்சனைகள் / தேவைகளுக்குப் பொருத்தமான - specific), அளவிடத்தக்கதாக (measurable என்ன செய்தோம் எவ்வளவு செய்தோம் என்று அறிந்து கொள்ளத்தக்கதாக), அடையக்கூடியதாக (achievable நிறைவேற்றக்கூடியதாக), யதார்த்தமான (realistic), காலவரையறைக்குள் (time-targeted) செய்து முடிக்கத்தக்க செயலாய் திட்டமிடுவதாகும். சமுதாயப் பணியில் இலக்கு நிர்ணயிப்பதென்பது ஒரு கூட்டுச் செயல்பாடு. குறியிலக்கச் சமுதாயப் பிரதிநிதிகளுடன் கலந்துரையாடி, அவர்களின் தேவைகள் என்ன? அந்தத் தேவைகள் பூர்த்தியடையும்போது நிறைவேறும் நோக்கங்கள் என்ன? அந்த நோக்கங்கள் எவ்வளவு தூரம் காரிய சாத்தியமுடையது? போன்ற பல கேள்விகளுக்கு விடைகாணுதல் இலக்கை நிரணயிக்கும் செயல்முறைகளாகும்.

A strategy used by social workers and other professionals to help clients clarify and define the objectives they hope to achieve in the helping relationship and then to establish the steps that must be taken and the time needed to reach those objectives. The community organizer–social worker uses goal-setting by helping key members of the target population or client community define their objectives and spell out the goals they want their people to achieve.
