grass-roots organizing

The community organization strategy of helping at the local level the members of a neighborhood or geographic region to develop stronger relationships, common goals, and an organization that will help them achieve those goals. The focus is on organizing the people who will be affected by change, rather than on organizing only the community leaders. This involves educating and mobilizing people for action toward agreed-on goals. See also political activism.
