வறுமைக்கு எதிரான ஆரம்ப கால முயற்சிகளை முன்னெடுத்தவர். 1817 ஆம் ஆண்டு இவர் உருவாக்கிய வறுமைத் தடுப்பு சங்கம், வறுமையைப் புரிந்து கொள்ளவும், அதைத் தடுக்கவும், தீர்க்கவும் பல முயற்சிகளை எடுத்தது (pauper என்ற லத்தீன் சொல்லுக்கு வறியவர் என்று பொருள்).
