மக்களின் உடல், மன ஆரோக்கியத் தேவைகளைப் பூர்த்தி செய்யவும் அதை மேம்படுத்தவும், இப்போதும் எதிர்காலத்திலும் என்னென்ன வசதிகள் தேவைப்படும், அதற்குத் தேவைப்படும் மனித வளம் என்ன, கட்டமைப்பு வசதிகள் என்ன, அதற்குத் தேவைப்படும் நிதி ஆதாரங்களை எப்படிப் பெறுவது, தேவைகளைத் திறமையாகவும் அதிக பொருட்செலவில்லாமலும் பூர்த்திசெய்வது எப்படி, ஆரோக்கியம் பேணுவதற்குத் தொடர்புடைய உணவு முறைகள், பொது சுகாதாரம், போன்ற செயல்பாடுகளையெல்லாம் சிந்தித்து அதை நடைமுறைக்குக் கொண்டுவரக்கூடிய வழிமுறைகளைக் குறிப்பிட்ட கால வரம்புக்குள் எப்படி அடைவது போன்ற விசயங்களைச் சிந்திப்பதே ஆரோக்கியத்திற்கான திட்டமிடல் ஆகும்.

Rational efforts to assure that people's physical care and mental health care needs are being met and that available health care resources are used as effectively as possible toward this end. Health planning is conducted in government organizations, private medical and research organizations, and educational institutions. It includes prevention and early-detection activities as well as treatment and follow-up care. Health planning also involves decision making about such matters as how many health care personnel will be needed in the future, how to finance and control health care costs, where to locate medical facilities, and what methods are most effective and cost-effective. It also involves environmental considerations such as proper sewage treatment, air quality, and the provision of nutritious food.
