சமூக சிந்தனையாளர். சமூக சீர்திருத்தவாதி. இவரால் ஆரம்பிக்கப்ட்ட ஏழ்மைத் தடுப்பு சங்கம் தான், பின்னாளில் அறக்கட்டளைச் சங்கங்கள் Charity Organization Societies (COS) ஆரம்பிக்கப்பட முன்னுதாரமாயின. நகர்ப்புற ஏழைகள் மேம்பாட்டில் அக்கறைகொண்டு, சுகாதாரமான, கண்ணியமான குடியிருப்புகள் வறியவர்களுக்கு வழங்கப்பட வேண்டும் என்று வாதாடினார்.

(1838–1912)Advocate for better housing for poor people in England, Hill developed principles for more equitable landlord–tenant relationships. She founded the London Society for the Prevention of Pauperism, a forerunner of the first of the Charity Organization Societies (COS).
