The first U.S. federal program (the Lanham Public War Housing Act, ch. 260, 55 Stat. 361) to help provide day care for working mothers, enacted in 1942 primarily to enable mothers to join the workforce and help in the war effort. The program provided 50 percent matching grants to local communities to establish and operate day care centers.
