நிகழ்கால தேவைகளினடிப்படையில் எதிர்காலத் தேவைகளை திட்டமிடல். எதிர்காலத்தில் எதற்கெல்லாம் முன்னுரிமை கொடுப்பது, அதற்காக எந்த மாதிரியான குறிக்கோளை வகுப்பது, அதற்குரிய ஆதாரங்களை / திறனை எப்படி வளர்த்துக்கொள்வது, போன்ற கோணங்களில் சிந்தித்து செயல்படுவது. நீண்ட காலத் திட்டமிடல் என்பது பொதுவாக ஐந்து வருடத்திற்கும் அதிகமாக, பத்து பதினைந்து வருடங்களுக்கு திட்டமிடும் நடைமுறை.
