In Japan, the nationwide system of community volunteers, appointed by the Minister of Health and Welfare for three year terms, to help in the administration of welfare problems, especially those concerning children and older people. These individuals try to know about the community's welfare needs, give advice about personal problems, provide information about available resources, act as liaisons with welfare offices and other community resources, and endorse those believed to qualify for public assistance. The system is based on Germany's Elberfeld system.
