A multifaceted social service demonstration program, established in New York City in the early 1960s, designed to test the theory that poor urban youths will enter mainstream society if social barriers to opportunities are removed. Funded at first by the Ford Foundation and later by the federal government, the program provided some direct counseling services but was more oriented toward training; facilitating communication; providing legal, political, and consumer education; developing purposeful and positive group experiences; and changing the neighborhood social structure. The successful results of the program were largely incorporated on a national scale into the War on Poverty programs of the Johnson administration.
