வீட்டு வசதி, நகர்ப்புறப் புனரமைப்பு, சமுதாய மேம்பாடு, போக்குவரத்து, கல்வி மற்றும் பொருளாதார வாய்ப்புக்களுக்கான பல்வேறு மாநில மற்றும் உள்ளாட்சி அரசுகளின் முயற்சியை ஒருங்கிணைக்க, அமெரிக்க மத்திய அரசு 1966 ஆம் ஆண்டு அறிமுகப்படுத்திய திட்டம். மத்திய அரசு அதிகாரிகள் அரசுத்திட்டங்களையும் பிற ஆதாரங்களையும் உள்ளூர் முயற்சிகளுடன் ஒருங்கிணைத்தனர். 1980 ஆம் ஆண்டு வாக்கில் இத்திட்டம் கைவிடப்பட்டு உள்ளாட்சிகளுக்கு மொத்த மானியம், மொத்த நன்கொடையாக ஓரளவு ஒடுக்கு நெறிகளுடன் (condition) கூடிய அவர்கள் விரும்புகின்ற, முன்னுரிமை தரும் திட்டங்களை ஏற்றுச் செய்ய அனுமதிக்கப்பட்டார்கள்.

A U.S. federal program established in 1966 to coordinate and integrate the various government efforts in housing, urban renewal, community development of facilities, transportation, education, and economic opportunities in participating cities. Federal officials coordinated government programs and resources with local efforts. In the 1980s, the program was largely supplanted by the federal block grant approach, in which reduced funding were supplied to the cities but with fewer restrictions on how it was to be allocated.
