பல இனத்தைச் சேர்ந்த குழந்தைகளுக்கு, சிறுவர் பராமரிப்பகங்களில் / வளர்ப்பகங்களில் கட்டாயமாக வாய்ப்பளிக்கும் நடைமுறை. இதன்படி ஏதாவதொரு பராமரிப்பகம், இனவேற்றுமைகாட்டி பிற இனக் குழந்தைகளை அனுமதிக்க மறுத்தாலோ அல்லது தாமதித்தாலோ அந்த நிறுவனத்திற்கு அரசு நிதி உதவி நிறுத்தப்படும் என்ற நடைமுறை.

Adoption or foster care involving children of one ethnic origin and adoptive or foster parents of another ethnic origin. As of 1994, states or private agencies may not receive federal funds if they deny or delay placement of a child with foster or adoptive parents solely on the basis of race, color, or national origin.
