ஒவ்வொரு நாட்டிலும் ஒவ்வொரு முறையில் நடைமுறைப்படுத்தப்பட்டாலும், காப்பீடு முறையில் மருத்துவச் செலவினங்களை நோயாளிகளே ஏற்றுக்கொள்ளும் தன்மையில் ஒன்றுபோலிருப்பது. தனது சம்பளத்திலிருந்தோ அல்லது வருமானத்திலிருந்தோ செலுத்தப்படும் தொடர் சந்தா முறையால் இத்திட்டம் பல நாடுகளில் பயன்பாட்டில் உள்ளது. ஆரோக்கிய (மருத்துவ) சேவையளிக்கும் நிறுவனம், அரசுத் துறையாகவோ தனியார் துறையாகவோ இருக்கலாம். இதை தேசிய சுகாதாரச் சேவைகளுடன் ஒப்பிட்டுக் குழப்பிக்கொள்ளக்கூடாது.

A proposed program to help every citizen pay for health care costs in the existing medical marketplace. There are many variations in the proposal, but basically it would use and supplement existing health insurance procedures and extend coverage to everyone. Payrolls would contain earmarked taxes for this insurance, and individuals would, if able, pay a percentage of the health care provider's bill, with the remainder to be paid by the government. This proposal is not to be confused with a national health service.
