சட்டம் வற்புறுத்தாவிட்டாலும், சட்டத்தை அமுல்படுத்தும் ஆட்கள் இல்லாவிட்டாலும், அனைத்து மனித உறவுகளையும், நடத்தைகளையும் வழிநடத்துகிற மாற்றமுடியாத உண்மைகளை இயற்கைச் சட்டம் என்கிறோம். இயற்கைச் சட்டம் என்பது அரசாங்கங்களின் எல்லைகளைக கடந்து மனிதர்கள் அனைவருக்கும் இருக்கும் இயற்கை உரிமைகளையும் உள்ளடக்கியது.
