Social welfare programs and organizations with an orientation toward preparing client groups for greater access to the opportunities that exist for others. The goal of such programs is not necessarily to help clients "adjust" or gain insight but to acquire skills and resources. For example, the Mobilization for Youth program was oriented toward helping young people who were vulnerable to juvenile delinquency to learn social, economic, and vocational skills so they would have a better chance of entering the economic mainstream.
