A disorder or incipient health condition that occurred before the patient signed on for coverage by an insurance company or third-party organization. Many insurance companies refuse to enroll people with pre-existing conditions or to reimburse for any health problems related to that condition. The 1996 Health Insurance Portability and Accountability Act (P.L. 104-191) limits the degree to which health insurance companies are legally permitted to do this.
