A federally mandated system established under the Peer Review Improvement Act of 1982 (P.L. 97- 248) to evaluate social and health care services provided by professionals in hospitals, nursing homes, and residential care facilities that receive third-party payments from federal funds. The program established local and regional PRO offices to oversee the standing peer review groups within each facility. The reviewers periodically scrutinize case records, medical charts, and other documents and sometimes interview providers and local peer reviewers to help determine if procedures are necessary and implemented competently and cost-effectively. The PRO system supplanted earlier quality control measures, including the similar professional standards review organizations.
