சேவை தருபவர் செலவிடும் நேரம், சேவைக்குத் தேவைப்படும் திறன், அதற்காதத் தேவைப்படும் முயற்சி, அதற்கு தேவைப்படும் கட்டமைப்பு மற்றும் செலவினங்கள் போன்றவற்றை அடிப்படையாகாக் கொண்டு மருத்துவக்காப்பீடு நிறுவனங்கள் செலவினங்களை / கட்டணங்களை நிர்ணயித்து திருப்பி தரும் நடைமுறை. இந்த நடைமுறையினால் கடந்த காலத்தில் சிகிச்சை முறைகளில் அதிக முக்கியத்துவம் அளிக்கப்படாமல் இருந்த பணிகளான நோயாளியின் வரலாறு அறிதல், நோயாளிக்கு ஆலோசனை அளித்தல் போன்ற சேவைகளுக்கு முக்கியத்துவம் அளிக்கப்பட்டு அதற்கான கட்டணங்களும் வரையறை செய்யப்பட்டன.

U.S. national system of health care reimbursement based on the provider's time, skill, training, effort, and overhead in providing the service. Some medical insurance and health care financing organizations, including Medicare, changed their reimbursement structures in 1996 from the former "usual, customary, and reasonable" criteria to the RBRVS system. The system gives comparatively higher values to such time-consuming (but formerly less lucrative) services as taking thorough medical histories and counseling patients. RBRVS are also known as "revenue-based relative value scales."
