A health care financing program paid solely from one source, usually the government. This approach is used by many industrialized nations and typically has the following characteristics: Everyone in the nation is covered and has the same benefits; benefits are "portable" (that is, not linked to employment or residency requirements); coverage is comprehensive, including physical and mental health care and prevention; administration is nonprofit and nonduplicated and is based on negotiated fee scales; and patients are free to choose their providers. Some in the United States, which has a multitiered, privatized system with considerable administrative duplication, call this the "Canadian system".
