ஒருவரின் தேவை மாற்றும் அவரின் வருமான வழிவகைகளின்படித் தேர்வு செய்யப்பட்டு அரசின் வருவாயிலிருந்து செய்து தரப்படும் நல உதவிகள். இதைப் பொதுஉதவி என்றும் சொல்லலாம். இது பின்தங்கியவர்களுக்காக, தங்களுடைய தேவைகளைப் பூர்த்தி செய்து கொள்ளமுடியாத அசாதாரணச் சூழலுக்கு ஆட்பட்டவர்களுக்கு மட்டும் செய்யப்படும் உதவி. இந்தச் செயலுக்கான நிதி சமூகக் காப்பீட்டுத் திட்டத்தின் மூலமாகவும் பெறப்படுவதில்லை. சமூகக் காப்பீடு நிதியின் மூலம் பொது உதவிகள் வழங்கப்படாத நாடுகளில், இதுவே அடிப்படை நலத் திட்டமாக நடமுறையில் உள்ளது.

In countries that do not use the social insurance funding system, this is a primary welfare program.
