சமூகப் பாதுகாப்பு என்பது எந்தவொரு நாட்டிலும் வாழ்கின்ற மக்களின் பொருளாதார, சமூக, கலாச்சார மற்றும் அரசியல் பாதுகாப்பை உறுதி செய்தல் எனப் பொருள் கொள்ளலாம். சமூகப் பாதுகாப்பு என்பது “வேலைத் தளத்தில் விபத்துக்கள், தொழில் இடர்கள், தொழிலின்மை, கர்ப்பமாதல், நோய்நொடிகள், மதிப்பொன்றின்மை, வயது முதிர்தல், ஓய்வு பெறுதல் அல்லது மரணமடைதல் போன்ற ஒன்று அல்லது ஒன்றிற்கு மேற்பட்ட சந்தர்பங்களில் நிதி அல்லது நிதி அல்லாத பிரதிபலன்களை ஏற்பாடு செய்து கொடுக்க அரசு மற்றும் சமூக அங்கீகாரத்தால் உருவாக்கப்பட்டு நடைமுறைப்படுத்தப்படுகின்ற உத்தேசத் திட்டங்கள் அல்லது வேலைத்திட்டம்” என சர்வதேச சமூகப் பாதுகாப்பு ஒழுங்கமைப்பு (International Social Security Association – ISSA) விளக்கமளிக்கின்றது.

The provisions a society makes to provide income support for citizens whose incomes are lost because of encountering statutorily defined hazards, such as being old, sick, young, or unemployed. In the United States the term "social security" refers to cash payments provided by Old Age, Survivors, Disability, and Health Insurance (0 ASDHI) and health benefits provided in the Medicare program. In other countries it also includes health benefits for all residents regardless of need or circumstances and cash benefits to children regardless of their parents' income level.
