குழந்தைகள் மீதான வதைத் தடுப்புச் சங்கம் முதலில் இங்கிலாந்தில் அருட்திரு. பெஞ்சமின் வாஹ் (Benjamin Waugh) என்பவரால் ஆரம்பிக்கப்பட்டது. அமெரிக்காவில் பிராணிகள் வதைதடுப்புச் சங்கங்கள் இருக்குமளவு, குழந்தைகள் வதைத் தடுப்புச் சங்கங்கள் இல்லையே என்ற ஆதங்கத்தில், குழந்தைகளின் உரிமைகளுக்காகவும், பாதுகாப்பிற்காகவும், பெரிய குடியிருப்புகளில் தனி அமைப்புகளாக ஆரம்பிக்கப்பட்டது. அமெரிக்காவில் எல்ப்ரிஜ் தாமஸ் கேரி (Elbridge Thomas Gerry) என்பவரால் ஆரம்பிக்கப்பட்டது. குழந்தை வதைத் தடுப்புச் சங்கங்கதினரே பின்னாளில் குழந்தைகள் உரிமை மற்றும் அவர்களின் நலனுக்கான சட்டங்களும், திட்டங்களும் அறிமுகமாகி செயல்படத் தூண்டுகோலாயிருந்தனர்.

Independent organizations in many larger communities that advocate for the rights and protection of children. The first SPCC was established in 1874 in New York after it was found that there were more legal protections against the abuse of animals than children. The well-established Societies for the Prevention of Cruelty to Animals began taking child abuse cases to court, holding that children were animals and deserved at least as much protection. Soon thereafter, SPCCs were developed in more than 250 communities. They were instrumental in early efforts to provide legal protections for children and in developing child welfare legislation.
