சமூகப்பணி விதந்தோதும் குறிக்கோள்களை அடைய மாற்றப்படவேண்டியவர்கள் அல்லது வழிகாட்டப்படவேண்டிய தனிநபர்கள், குழுக்கள் மற்றும் சமுதாயங்களை குறியிலக்கத் தொகுதிகள் என்ற சொல்லால் பிங்கஸ் & மீனகன் (Pincus and Minahan) என்ற சமூகப்பணிக் கல்வியாளர்கள் தங்களுடைய சமூகப்பணி - மாதிரிகள் மற்றும் முறைகள் (Social Work Practice: Model and Method) என்ற புத்தகத்தில் குறித்தனர். சமூகப்பணி நான்கு அடிப்படைத் தொகுதிகளை தன்னுடைய பணித்தளமாகக் கொண்டுள்ளது. 1 உதவப்படவேண்டியவர்கள் (வாடிக்கையாளர் தொகுதி - client system - The client system is composed of the people who sanction or ask for the change agent’s services, who are expected beneficiaries of the service, and who have working agreement or contract with the change agent) 2. மாற்றப்படவேண்டியதொகுதி (எதை மாற்றினால், யாரை மாற்றினால் உதவியோ அல்லது மாற்றமோ சாத்தியப்படும் - குறியிலக்கத் தொகுதிகள் - The target system is composed of the people, agencies, and/or organizational practices that one wishes to change in some measurable way in order to reach the goals of the change agent) 3. மாற்றத்திற்கும் உதவிக்கும் உடனிருந்து உதவும் தொகுதி (The change agent system is composed of professionals who are specifically employed for the purpose of creating planned change) 4. செயல்பாட்டுத் தொகுதி (action system all those who work cooperatively with the social worker to accomplish desired changes action system). இதில் குறியிலக்கத் தொகுதியும், உதவப்படவேண்டியவர்கள் தொகுதியும் மேலோட்டமாகப் பார்த்தால் ஒன்றுபோல் தெரிந்தாலும், இரண்டின் தன்மையும் வேறுபட்டது. ஒன்று உதவி தேவைப்படும் நிலை இரண்டாவது அந்த உதவியைச் செய்துதரும் நிலையிலுள்ள நிலை. அதுமாதிரிதான் Change agent மற்றும் action system. Change agent என்பது மிக விரிவான அளவிலும், action system என்பது அன்றாடப் பணிகளையும் மற்றும் உத்திகளையும் குறிக்கும்.
