Government programs designed to encourage certain behaviors through policies of taxation. For example, a government may reduce or forgive taxes on a business that agrees to establish laborintensive factories in its jurisdiction. A government may also attempt, through heavy taxation, to discourage actions such as smoking tobacco products or driving automobiles that consume great amounts of fuel, which is also known as a tax disincentive.
