பயனர் கட்டணம் என்பது ஒரு சேவையைப் பயன்படுத்தும் பயனாளிகள் செலுத்தும் கட்டணமாகும். பெரும்பாலான சமூக சேவைகள் இலவசமாக, அல்லது அரசு மற்றும் தனியார் உதவியால் குறைந்த கட்டணத்தில் வழங்கப்படுவது வாடிக்கை. அதற்கு மாறாக பயனர்கள் கட்டணம் செலுத்தவேண்டும் என்ற நடைமுறை, சில சேவைகளைத் தரத்துடன் வழங்கவும், இலவசங்களுடன் இணைக்கப்படும் இகழ்ச்சியான மனோ பாவத்தைப் போக்கவும் ஏதுவாகிறது.
