Training people with physical or mental disabilities so they can do useful Work, become more self-sufficient, and be less reliant on public financial assistance. Block grants and other funding through the U.S. Department of Health and Human Services (DHHS) go to states to facilitate specific vocational rehabilitation programs. The U.S. Department of Veterans Affairs also works with state agencies for the training of veterans with disabilities.
