ஒரு நிறுவனத்திற்கான அல்லது ஒரு திட்டத்திற்கான வரவு செலவு தயாரிக்கும் போது கடந்த கால நிதி ஒதுக்கீட்டைக் கவனத்தில் கொண்டு, அதைக் கூட்டியோ அல்லது குறைத்தோ வரவு செலவுத் திட்டம் தயாரிப்பது நடைமுறை. அப்படியல்லாமல், கடந்த கால நிதி ஒதுக்கீட்டைக் கவனத்தில் கொள்ளாது, முன்மாதிரியாகக் கொள்ளாது, ஒவ்வொரு வருடமும் அந்தந்த வருடச் செயல்களின் முக்கியத்துவத்தை மனதில் கொண்டு நிதி ஒதுக்கீடு செய்வதை தொடக்க நிலை வரவு-செலவுத் திட்டம் என்பர். zero-base budgeting ல் ஒவ்வொரு வருட வரவு செலவு தயாரிப்பும், தொடக்க நிலையிலிருந்தே மேற்கொள்ளப்படும்.

Each new financial plan starts from zero. Thus, the organization does not simply study whether to increase or decrease funds for each of its units but considers the objectives of the organization and means of achieving them.
